Then change servers? Or FCs. Why are you annoyed you can't find anyone to raid with when you chose an RP server?
If coil is that important to you, go somewhere else.
To tell the truth? I don't give a crap about Coil as a raid. I care about coil for the story--the experience--of the damn thing. And unfortunately, the experience is tied directly into the raid. That's it. That's the only reason I want to clear it. And I only want to clear it one time. I have zero interest in the gear that drops at all. It doesn't interest me in the slightest. If I want to farm, I'd rather farm Expert Roulette because that's usually short and simple.
I am fine with challenge. But I would rather get by on my own merits because of the sheer lack of competent players in the game who can't follow a simple set of instructions to save their life.
I joined a Raid FC on Cactaur. They were very competent. They were clearing T5 all the time in 2.0/2.1. But I made the conscious choice to leave. Why? Because they refused to take me along in any of their raids and, if I spoke up and said I wanted to run Coil, they'd say they've already done it or they already have a group they're running with. The thing with Raiding FCs (or any FC for that matter) is that they are comprised almost entirely of sub-groups. "Cliques" if you will. Yeah, I was in a raid FC, but my Raid FC might as well have just been a front for a small number of static groups, none of which I was admitted into and none of which I was allowed to start up. And to be honest? I get the impression that every Raid FC is very much like that.
I'm part of an RP FC right now because they actually treat me like an equal instead of a roadie. I have an obligation to the people who have treated me like a human being so I can't leave.
I mean holy hell. For all this talk about making friends, the way you guys talk, you make friends seem more like assets that can be thrown away once their usefulness has ended. Is that what raiding is all about? Make friends with the strong players until they're no longer strong, then cast them aside? Because if that's the case, I'll wear that label of being a pathetic, lazy, good-for-nothing, zero-leadership-skills, no-ambition casual that you hardcore types love to lord over anyone who thinks Coil is actually harder than Vanilla Sas.

Everyone says this to the point where it could not possibly be the case if they were all telling the truth.
Then begin an LS in the attempt to find like minded individuals to help you clear your content. Several people from several different servers have indicated success in doing so, and you can do so yourself. You don't need to have your FC to be part of a raid capable team, it's just the most convenient approach to raiding.
The most important thing is not to give up. There are a strong pool of players capable of doing it, it's just a matter of finding those capable players and applying the glue to keep them around. This is not easy, by any stretch of the imagination. As a static leader myself, I can understand and appreciate the plight of this.
Again, the best advice is never give up. You will run into good and bad players, start small. Getting the first two - three people online will be the toughest. Once people see learning parties set up that are already half filled, they'll be more inclined to join these parties. This is especially true if your "core" group consists of a tank (two would be great!) and a healer, as the most difficult roles to fill have already been filled. Since you yourself are a tank already, you've already beaten one of those steps. Find another tank and a healer friend who's interested, and go from there.

[EDIT] You don't even need to have an LS, just as long as you can keep an open communication with the other individuals of your group. While six of my current static are in the same FC, I am sure to get in touch with everyone on an individual basis via /tell, Skype, Mog Mail, etc.. and ensure everyone is on the same page for the time frame designated. No LS needed, just keep an eye on your FL. You can do similar. [/EDIT]
