Fewer people are logged in so early and the server opens up.
"Periods of high congestion" can mean many things. Simultaneous log-ins may have something to do with it, but more likely they are talking about an average of log-in activity over time. Just because people log off for the night does not mean it's safe to open up character creation. Those people are going to come back tomorrow, and you'll be over capacity.

However, I do agree that an auto-logout feature would be a good thing. For one, it gives SE a more accurate assessment of how many people are regularly logged-in and playing. For another, it is healthier for the servers and provides a smoother experience for those of us who actually are playing and not just leaving our characters idle in a city while gone to school/work.

Baloney. You're saying you're actually waiting around for some in-game event to happen, for a matter of hours, without so much as touching your keyboard or mouse, and still paying enough attention to the game to know when that event is happening? If you have the ability to respond to what's going on in the game at all, then you have the ability to jiggle your mouse or make your character take a step forward, at least once per hour or two.
I know dungeon queues can be particularly long for DPS, but how often to you queue up, then immediately take your hands off the computer and just sit there motionless for over an hour? How do you expect to know when your dungeon pops, let alone play through one, if you can't even be bothered to click a button once every 1-2 hours?

Honestly, I feel like some of you are reacting emotionally, out of fear that "The Big, Bad Logout Monster" is going to boot you from the game while you're trying to get something done. That's not how this works. It boots you out if you've been AFK for a long time. Can you tap the W key at least once per hour? Then you have nothing to worry about.

Plus the servers aren't nearly as bad as they were when they enforced auto logouts. Needless to say, they were full to the brim and very, very unstable.
Why wait for another server-wide meltdown, to enact something that would actually be beneficial right now?

Atma, a lot more duties to pick from, dalies, gardening(if you're like me and stay logged on to fertilize your plants every hour while doing work around the house), harvesting nodes to upgrade your mainhands, fishing at the right times/weather conditions for certain catches, sightseeing log, etc. I probably missed something.
You know you are free to log back in, even if you get kicked out, right? The only thing auto-logout could even potentially affect is a Duty Finder queue, and that's only if you are actually queued for over an hour (or possibly more, depending) and you literally do not touch your keyboard or mouse at all from the moment you queued. But as I said, if you can't even hit a key once per hour just to confirm your presence and reset the AFK timer, then how on earth do you expect to actually play a duty when it pops?
