Increase DF speeds by setting weekly lockouts per role

OP's proposal doesn't punish or restrict anyone who wants to play one class, it abolishes a punishment/restriction to those who want to play different roles, unless there's something I'm not seeing.

But still if a player wants to play 1 class a week he's being punished for not obtaining the other points OP stated.
