How do newly chreated characters / new players supposed to progress naturually

they just get the best gear available (ToP gear) like everyone else, the rest of the gear is irrelevant, can be collect for glamour

Try saying that as a fresh 50 who can't do dungeons with an ilvl requirement of 60+
