It baffles me that people think that there is que fishing going on in small/light parties. It is literally impossible and shows a complete lack of understanding to the system.

Nope, not impossible. You can still fish for players. In progress does not have to even come into play; players would just wait until their queue popped at the same time as a friends and withdraw if it didn't. This is still a form of fishing. Obviously this new penalty will probably kill this type of fishing, but it most certainly is not impossible.

And for the record, the above type of fishing absolutely happened with players in a Full Party for Crystal Tower.
