    The party system doesn't work that way though because as someone just said, if you get penalized you could just join someone else's party and be taken in, thus circumventing the whole point of this. You're in a party, you're grouped together, why should only 1 person in your party be penalized for withdrawing over and over? (it's 3 times, remember that, 1 withdraw will not lock you out for awhile, just 30 minutes as usual, which the OP likely isn't complaining about.)

    It sounds like darkoon wasn't the one withdrawing, and it was also not her third withdrawal.

    If someone has a penalty, they are unable to use the DF, regardless of who the party lead is (Themselves or someone else.) This basically negates your point in its entirety by itself. I've experienced this with people who had the DF Lockout and wanted to see if que'ing in a full premade with me would get them by it - it did not.

    Edit-in Clarification: Basically, when you try to join someone's party and they try to que for a duty, you will get a messasge stating that "One of your members is ineligible"... Basically, it's saying "Someone has the penalty" or "Someone hasn't unlocked it."

    The person's suggesting that, when YOU, personally, hit Withdraw or let the timer hit 0, you get one of the 'marks' that go to your 3/day. Once you hit 3, YOU get locked out.

    But if YOU, while in their party, and are que'd for duty, hit Withdraw, only YOU should get penalized. And this makes perfect sense to me. It doesn't hurt anyone - because as said, once that person hits 3/3 penalties, they won't be spamming it anymore. And in the first place, you can't que fish in a party - so there's already no reason to think that the person's just trying to find an 'in progress' dungoun if they're que'ing as a party.

    Simply put, for all intents and purposes, members of your party should -not- be allowed to dictate how your Lockout works.
