Unfortunately, the reality of it is that if you could withdraw without penalty in a group, thne you can bet that some people would group up as a Tank+Heal and then queue/withdraw all day long.

Uh, no. How it SHOULD work is that if the penalized person is removed from the party, the rest of the party not penalized can use df again. Surely the can determine who it was that withdrew or timed out, and then check to see if that player did it for the third time.
