
Shiva was also a mortal who returned to the aether. They'll revive Midgardsormr through the same loophole Shiva was revived. Worship and crystals to make him a Primal.Indeed it seems the dragon in the Heavensward logo is truly Midgardsormr after all.
He is not a primal though as he left a corpse when he died whilst primals merely return to aether. He is a mortal dragon, though it seems he can and will be resurrected somehow. I would imagine he has an echo to share with us before he returns to rampage against Ishgard (based on what Iceheart told us).



The primal Shiva isn't actually 'Saint Shiva' though. It's noted a few times that Iceheart still had full control of her body after the summoning (so she was basically just wielding a weapon) and since Saint Shiva was a regular mortal the form the primal took clearly wasn't her either. The primal Iceheart summoned was no different to Moggle Mog in reality; a myth made manifest, though in this case the myth was based on a real person.
The situation with Midgardsormr is different. The Ishgardians don't fear him being summoned, they fear him being resurrected.
It's possible they could summon a primal version of Midgardsormr but then the Dravanians would have no need of his old corpse in silvertear...
