Essentially, yes. Which is why everyone else is so edgy about using it. Which is also why Square are 'working' to implement it after Payplan closed, rather than having it ready beforehand, to ensure they didn't lose customers. They're busy negotiating. And let's face it, Square aren't exactly good for credit right now, so their bargaining power is not the greatest.

This is sadly true for the purchase of physical goods and non-subscription based transactions using a normal PP goods/services payment. For sub based transactions I have no clue as I've never been on the seller side of it.
I get around the customer one-sided chargebacks with an invoiced agreement prior to sale with conditions. Especially since my side work is the repair of older electronics (arcade and pinball). However, I also warranty my work, which is also in the conditions.
Originally it was a pain, but after the initial start it has protected me very well with fraudulent claims. Especially International customers, as I force them to use EMS shipping with the correct insurance coverage to protect me from even more false claims and overall loss. Shipping to EU and even JP isn't cheap.
That's what NCSoft were doing when they ran the European Aion servers. They dropped it after, though, so it's difficult to tell how well it worked for them. Obviously, NCSoft then also ditched Aion in Europe altogether, so that may have been the deciding factor for pulling the plug.

Yeah, I read that article, pretty sad and not the first time hearing PP do this. PP can be hard to work with just on a small seller lvl. I'd be really happy if SE adds Paypal. I cannot have a credit card, but I got a few years ago a fake debit credit card looking card through Zoompass in Canada, which has been nice and helpful, but I'd rather use PayPal instead if I can. I only have 1 alt so I pay less per month, and with the cash shop coming, Paypal would be awesome to use.

I have credit card but too bad SE(na) doesn't accept international credit card. Have to get my friend to buy me the time card and I gotta paypal him back the amount. If they have paypal as an option, it would be easier though. Not to mention that you can only pay for the monthly fee but not able to buy fantasia and such.
SE(eu) does accept international credit card, but I'm not sure why SE(na) doesn't.
the issue is, PlaySpan/UltimatePay didn't close. SE removed their service from the SE account system. whatever their reason it was stupid to remove it before they added a viable alternative.Essentially, yes. it isnt SE in this case, it is the banks that issue and accept those credit cards.
