Piercing Talon, Shield Lob, and Tomahawk are not affected by DEX.
They are very clearly "Ranged attacks".
The stat descriptions ingame are absolute nonsense with only the vaguest suggestion for what the stats do.

Rogue and Ninja will use Dexterity.

Keep making the same argument in every thread you possibly can, it won't change the fact that ninja is going to be a STR melee dps.
