I think the 3 level 1 quests are just for lore and introducing the class to us. Maybe explaining why it's available now. It's not required to have the main story complete up to that point to my knowedge. Since Rogue isn't a starter class people will need some direction to its existence as well.
The 2 level 15 and 30 quests have me curious though. It makes me wonder if Rogue will have a pet bar of sorts for poison abilities since they're supposed to work differently from how we understand DoT's to work currently. Same question applies to the multipe Ninja quests and a pet bar of sorts for mudras. If those repeat quests are for mudras it looks like we may have 3 mudras. If there's an activation command for them that would fill 4 Xbar slots up nicely for a pet bar.

ehm the 3 level one quest are easy to explain , one for each nation.
Nah, there are only two base level 1 and then one Rogue level 1. The first quest is likely to lure us in/guide us to the location of the guild (especially new players that may still use the recommended events feature). The second quest is likely to give us additional lore and background and unlock the class itself. The first Rogue level 1 quest is to help us level and provide lore like the other class specific level 1 quests.
All classes already have 3 quests. 1 at the counter (so you want to be a weaver?) Hit yes and quest finishes. Then a 2nd also at the desk that ends with you talking to the guild master and getting your weathered weapon. Then a 3rd which you get once the weapon is equipped (kill 5 marmots).
Mystery unravelled.

Actually that's incorrect. Level 1 "So You Want to be a [Class]?" -> Level 1 "My First [Weapon]" -> Level 5 quest. At least from what I remember and what every wiki seems to say. Rogue gets an extra one that is only available to Rogue. The other Level 1 quests are available to all classes/jobs as they are the unlocking quests per usual.All classes already have 3 quests. 1 at the counter (so you want to be a weaver?) I believe you are confusing the level 1 sidequest that most (maybe all) guilds have present in them. However they are not class-exclusive like this new level 1 Rogue class quest is.
It's likely for additional lore to explain their sudden addition to the game (as said players don't need to be caught up with the main story to play them).
As for the 2nd level 15 and level 30 quests - they are likely just to give more lore and a weapon like the ACN additional level 15 quest did. Ninja's extra quests may be this same thing.

The first quest could just be to find the guild in the first place, its pretty common to have to steal or find theives guilds to be part of them in games. then you get the I want to be a thief and weapon quests, and by the player finding the guild themselves it eases the lore break.
The quest names are already revealed. "So You Want to Be a Rogue" Level 1 - any class. "My First Daggers" Level 1 - any class. "Stabbers in Yer Fambles" Level 1 Rogue.
