I think we can sort of give Gridiana a pass in that regard. The Elementals probably knew how badly things were ravaged by Bahamut and were probably a bit more open after that. That's just conjecture on my part though.

The lore reason is that the Calamity has weakened the elementals so much that they can't enforce The Hedge properly anymore.
Ninjas are still soooo much cooler than Pirates.
