I disagree, both S.E and the ISPS are equally responsible. If S.E cannot or does not resolve the issues/problems pertaining to troublesome ISPS, then they should compensate currently affected players accordingly. Maybe a free, complimentary on-going subscription to a VPN? Since that seems to be an effective band-aid fix.

I would also like to add that I have no problems with my ISP when it comes to FF 14.

    Nope-on-a-rope.

Squenix has no direct control over the internet tubes that run from your computer to your router to your modem to your wall outlet to the house wiring to your tap to your node to your regional router to any number of routers and cables owned or leased by your ISP and any other ISP/holding company in various states, municipalities and countries.

What you have to do is contact your ISP and complain. This alone will do absolutely nothing, so you need to convince others to complain. Then cross your fingers. Once your ISP has a pattern of complaining, they will eventually--corporate cogs turn slowly--investigate a router that they may or may not even own and rectify the bottleneck. Maybe.

In other words, neither SE nor your ISP has as much control over the situation as you think and holding them "equally" accountable is wrongheaded. If OP has been dealing with this for a while, it's perfectly rational to quit as the issue may never be resolved.

You are asking SE to give out complimentary subscriptions to a VPN over an issue they don't control?

Well said. There is many factors and entities involved in any given path from point A to point B. In the end there really is nothing a person can do except try a new provider and hope they have better business contracts in place. If players don't have any other internet options where they live, they are shit out of luck. SE can only really complain to their own ISP about the final hop to their servers, they control nothing beyond that.

That's not completely true. One of the problems that has been suggested is that SE is using a network provider that is doing a shitty job and losing packets, but charges them a fraction of what the old network provider did. If this is true, then SE is responsible, but I don't know the truth and that is the problem.

Then read the thread. SE's network providers response is less than 1/3 of my latency issues. 2/3 of my latency issues are with my ISP (no other option for me either).

By that logic, multiplayer gaming may just as well be abandoned completely. As due to numerous horrendous ISP's out there which aren't compatible with any form of multiplayer asides turn based gameplay there's little room left for the current catalogue of MMO's, FPS and RTS/MOBA multiplayer titles.
