Any Damage being dealt by a WHM is gravy and should never be required.

you play your class to heal, so if no one is eating floor you're doing your job and thats enough. If you feel comfortable enough to put out some DPS then great, I'm sure you'll help clear content 0.5 seconds faster.

Conversely, a WHM failing to assist in DPS when absolutely no healing is required is not doing their job to the fullest.

However, healing through CS is really, really lazy. Even though you technically might be able to get away with it, I see no benefit to doing so. Turning it on and off at need isn't difficult, and if full heals are pulling aggro, either you're healing too much or the tank is so consistently bad that you might as well heal tank.
