It's always going to be "optional" in the sense of progression. Having a more convenient access to resource nodes and dailies that reward a form of currency and such. People are always going to throw a fit when something awards relatively high Ilvl items (Nexus, allied seals, etc etc).



I have a suspicion that that 'not much thought' was intentional. As Risvertasashi pointed out, the game was designed as cooperative, not competitive. Open world pvp like WoW's doesn't really fit.
Now tell that to people like OP. People need to see perspective of the "how" and "why" it would or wouldn't fit, or the attention (or lack of) it gets because of so-and-so.

Do this for me: download the free install for WoW and create an alliance character on...well any high pop server (or low pop, I had this happen on both Wyrmrest (high) and Nordrassil (low)).

Now, get your character to goldshire and try to do the quests there without some half naked character spam challenging you to a duel and following you around yelling obscenities when you decline.

If you do the duels like this, this will happen. Not might. Will. DenariusJay mentioned arena duels. That makes sense. Open world duels is an invitation to griefing.
I have played. You can't duel in cities, only towns (so I guess RT would be the equivalent, which is a high level area compared to a place like goldshire.) Last I checked, blocking players in WoW also blocked friend, trade and duel invites. It's not like we don't already have issues with griefing and SE not doing anything about it.
