Looks like everyone needs to take a look at their internet connection according to this player...I play on PS4, and I haven't really noticed much in the way of controller lag or other problems, though I've only tanked Tam Tara Deepcroft (Hard) twice and Lost City of Amdapor once since the patch. I also use the Auto-run function a lot if I'm not in battle, so I haven't had anything glaringly problematic pop-up. I'll weigh in later if I notice it more tonight, but it could be that not every controller user is facing this problem.
EDIT:I'm noticing absolutely 0 lag on my controller when I play on PS4, so I really think it is as I had said and may either be isolated incidents or even tied to your internet connection.

This is a client side issue not an internet issue.
Controller lag is due to hardware/software on your system (PC/PS3/PS4). Controller (game pad) driver doesn't communicate directly in anyway to your network card driver.
Internet lag issue would be that your moving your character all around but other people in your party either see you teleport across the screen or see you red dot even though you are still actively moving your character on screen. (this is not the problem associated in this thread).
With over 11.8k page views in one day for this thread with other bugs in this folder near 50 views. And the japanese thread has 50k views, it's unlikely to think this is an isolated incident. And there has also been an official response to this specific thread saying that it is a top priority to be fixed.

I have not had any problems on PS4 controller. But I remember back in February some of them terrible issues they had with controllers, I was on PS3 then. Did 6-9 with no hiccups and ran around a little bit, did not notice anything wrong.
I'm glad I haven't encountered any kind of issue with this (yet?). I've been playing for a few hours since 2.38 went live and I'm using a Dualshock 3 controller on PC through Motioninjoy, and haven't experienced any issues. I thought I noticed my war steed running a little slower than usual, but after looking over the patch notes, I realized that the movement speed of mounts had been adjusted.
Other than that, no problems so far. Whatever is going on though, hope it gets resolved soon for the rest of you.
The only mount affected by that was the Goobbue (it was raised slightly to match the running speed of the other mounts). If you are having inertia on a mount you are experiencing the issue. Mmmm... I wouldn't think so, no. It does state that the mount in question was altered, yes, but maybe my mind played a trick on me and was like "Oh, the mount speed has changed.", then I hopped on the game and thought it had affected my mount as well, lol. Maybe I just never noticed the actual speed of it before. As for movement speed during combat and such though, I'm dodging AoEs and everything just as I always have, so that's why I said I haven't seen an issue regarding the controller. I tried fighting on my SCH, DRG, and PLD, but nothing felt different.
Until my movement is being limited to where I'm getting hit by AoEs for no reason and such, then I'd say all is working as intended on my end.
Err they specifically said they did change the code for gamepad control (*Revamping of implemented programs and rewriting processes to be quicker and more memory efficient.) So when they modified it to try and be more memory efficient (god knows how many Kb of RAM they saved xD) they introduced the bug.Did you maybe miss the part where they said that they didn't mess with the movement and it was a bug? 'Cause they didn't try to "fix" something that wasn't broken, another bug arose on account of them messing with something else in the code.
This kinda stuff happens with programming.
Hence the "Don't Fix what aint broken" motto, I do programming myself, mostly PLC automation, and am very aware of the dangers that come with changing code.
