A Zodiac weapon takes well over 200 hours if you're very generous with the calculations (ie. 1 atma every 2 hours, books take 7 hours including myth farm, 1 alexandrite every 2 hours, maybe 5 hours for pre-relic to zenith). Zodiac weapons should be catching up to Raid drops as it's becoming increasingly rare for anybody to have more than 1 at max level and most people are a step behind at least. Nevermind the fact that my figures are absurd and the time commitment is actually much longer and I didn't even mention the materia.
It's not a handout, but it should not be as good as the weapon you get from the hardest content in the game.
