For those responding, in rank 5 and 6 Ixali dailies crossclass abilities are locked out. You cannot use anything that isn't available for crafting on the job you are, to the OP, I found it easier to use Culinarian to finish this craft because hasty touch takes no CP. Made it a hell of a lot easier to get my HQ % up (still didn't get it to 100% though, SE is just sadistic). And as someone else pointed out, make sure you don't accept two/three different crafting debuffs, I did that my first time trying this craft and was shocked to realize how screwed I was I dunno how someone at the actual recipe level (listed as 16) would possibly get this done without pure luck, it's kinda funny. But then again these things look like they are amazing EXP for people trying to grind up crafters, so win some lose some I suppose.

Not all of them; specifically High Wind in Ishgard (the one the OP is talking about) allows cross class skills.

Yep, Production Im not sure what the debuff is, but Detailing makes your base CP a certain number, Finishing halves your CP, and Specialization removes your ability to cross-class.
