The only "advantage" is its low TP cost and the fact that it doesn't interrupt the RoH combo.

Let's say you do 10 global cooldowns in a short fight.
Method 1:
150, 200, 260, 150, 200, 260, 150, 200, 260, 150. Total Potency of GCD abilities you did: 1980
Method 2:
150, 200, 210 (shield swipe), 260, 150, 200, 260, 150, 200, 260: 2040
In a short 10 GCD fight, you gain 3% DPS by using Shield Swipe, and this is only your GCD DPS. It will result in LESS DPS gain after you add Spirits within and Circle in the totals. If the fight only lasted 9 GCD, you would actually LOSE DPS from using Shield Swipe because you spent a GCD on shield swipe instead of building to Rage of Halone faster. This is what I meant by interrupting. I understand that it doesn't STOP the combo; I never said that it does.
The ability is awful. It is not even close to "your best DPS ability."
This is like that one thread complaining about CoS... It's extra damage and people complain about it. The question is not "Why is X so bad?" It's "Why are you complaining about extra damage/tp management?"
I'm not complaining about extra DPS. I'm replying to the person who said that it's one of our best DPS abilities. The ability is, at best, a 0.5-2% DPS increase under the correct circumstances if you're arguing that this was the design of shield swipe. Over the course of the fight, you might actually LOSE DPS by using Shield Swipe because it delays your building to Rage of Halone.

You underestimate the human tendency to take the path of least resistance. If some new fight comes up that can be solo tanked, and pacification can be used to great effect, guess what? You'll see over half the PFs looking for PLDs only.
You're also completely ignoring the TP cost of Shield Swipe compared to the others - it's a decent-potency attack in a prolonged fight when you're already far, far ahead in aggro and want to rebuild some TP while still doing something.
