Erm... you have 2 ways to cycle bars atm... one is right shoulder button to straight up cycle... other is hold right shoulder button and hit a face or dpad button to switch straight to that bar.... Don't see what this proposal solves really...

I'm not really asking for a *new* way to cycle bars, I'm just asking to allow one of the previously existing ways to work in a situation where it is currently prevented.
As for the problem it would solve, it would make switching between skills, hotbars and target modes much easier, since the effect of the buttons and triggers would be consistent instead of acting different for (as far as I can tell) no reason other than that another button is already held.
As far as I can tell, there is no reason *not* to have the controls work in this manner. To put it another way, how many people would really expect that holding one button would *prevent* the effect of another button being held afterward?
Also, if you look at the step-by-step use case I showed, this is a fair bit more efficient in terms of how many actions a player has to take, so that's also an improvement.

They need to bring back the gamepad controls from 1.0. It was so easy to pull of moves without having to hold down left and right buttons. If they can make a legacy option for the mouse then can can do it for the gamepad.
It was SLOW and switching between targets and selecting actions took a considerable amount of time. This is (probably) NOT going to happen.
