The purpose of vote abandon is to leave without penalty, so I think you should only offer that option when the majority says Yes, and then let the people who said no the option to wait for others to join. Otherwise might as well just remove the penalty, but then you will be sure to have people leaving whenever for whatever with no care.

So you are still back to players spamming the box, I think it would help to have a max number of times a single player can start a vote. Also to add a checkbox that allows you to say no to all (option may be changed by initiating your own vote abandon).

Of course, but as the OP story goes the person will just repost the vote until people get annoyed or accidentally say yes. So that is why I was trying to put the rest of the "fix" in there, since alone it would only fix part of the problem.
