Just as a joke can be taken too-far and sometimes prove offensive to one person yet not others (it all depends on the group of people)... Sometimes a player doesn't explicitly realize that their actions are causing grief for those participating, or rather that anyone actually minds.

I don't believe this is absolutely black-and-white, as is with the reluctance of our posting GM to directly state that it is with a single-sentence [as you have interpreted it].


The best thing that you can do, on this issue or any other issue (before reporting a player) is probably telling them how you feel, and asking politely that they STOP. If they refuse, or continue the action afterwards, then by all means go ahead and file that report. At least now you've established intent. You're sure that the other party involved in the dispute understands that you perceive their act malicious.
