Basically, you're not supposed to have ANY 3'rd party program. Their ability to police it, however, relies upon the user admitting guilt, be it in game, or in these forums. So, it's more like you can use parsers, you just can't imply that you do in chat or forums.

I do remember Yoshi stating that even though the use of add-ons would be permitted at some point, it would have to be addons from SE and that dps meters/parsers would not be allowed at all. No quote on that, but if someone can find it, that would be awesome.

Addons will be developed by outside sources away from SE, SE will have to approve it, but as something is developed by another person that goes through this method, any backlash doesnt fall onto SE, why do people think addons are just being developed by SE, they are developing the API for it, not the actual addons.

And regarding not mentioning it on forums, there was a huge thread a while back, and numbers were discussed, hell even the BLM buff that we saw was given as feedback from the playerbase reporting that they were falling behind other jobs in 2nd coil, no one was reported there at all, only those against parsers actually got warnings due to not being civil.

Also with that link you posted, ive seen it, and yoshi doesnt say you will get a ban from parsers, hacking tools yes, he clarified that for certain as you can hear, also, something of note, look at the description of that video, look whats on the link and thats a official interview.
