But I'm not sure if it can be a friend who already HAS an account and can add the code or if it has to be a new account with no characters on it. Like a fresh account. I'm guessing it is a brand new account of someone who has never played before, but I could be wrong. Would be nice if they could clarify this, seeing it would be nice for my friend and I to get this stuff, but she's been playing almost a year now so I doubt SE will count it.
I'm under the impression it's baby account only. As only a budding adventurer can affect the use of the pendant. I'm planning to test this out later.

    Admittedly it is vague especially...

"When your friend receives your message with the enclosed recruitment code, have them create a Square Enix account if they have yet to do so, then register the recruitment code via the Mog Station.

Both you and your friend will receive exclusive recruitment rewards based on your friend's number of accumulated subscription days."

So either it works on an active account or an account freshly created w/no FFXIV info registered yet.

"So, existing accounts that have an FFXIV game code registered to it will have the "Enter Friend Code" button as long as no additional time has been paid on it. That means accounts still within the "free 30 days from the game purchase" are eligible, since the subscription doesn't start until that's done. If a time card is used, no more "Enter Friend Code" button."

Well tell us how it goes. And I agree, it's very vague.

Sooo, what if they already have a SE account and an active subscription? Seems to me like they'd still be able to enter the code. Would it still work? Probably not, I'm guessing. But hey, what if your friend was still a new adventurer who started playing before this stuff went into production?

Most likely this is the case. It's how the veteran rewards work.

from what i have tested since my subscription ended today before renewing i didn't have any possibility or any way to enter a code and from the looks anyone who has NOT BOUGHT ANY TIME can enter a code, but if someone has bought say 30 days they cannot enter a code it has to be a FRESH account

It's not about the vanity part, most people care about the 2 rider aspect, that's an actual difference in gameplay.

bingo and say for people who RP a 2 person chocobo opens a wide viraty of role playing possibilities as well as making travailing while role playing convenient,

to be fair i aint mad about said mount but i do hope SE bring in some more 2 seated mounts or possible future mounts that can hold more then 1 person. ^w^

They will. The approach is very similar to WoW on this. Introduce the new goods to a new program set in place, then slowly (very slowly) introduce other mounts of similar function much later.

I'm sure you're aware that isn't how these things really work.

If people were just going to refer their friends anyway, why not just make this freely available to everyone? They'd still get their friend to try out the game and they'd still get the chocobo alongside it; it'd simply allow everyone else to have it to.
In this instance, it's not like there's even a hurdle (for the referrer) of buying "X" or going to event "Y". If you were going to encourage a friend to play there were no real obstacles prior.
This was designed so that people would pursue it specifically and just invite friends they otherwise wouldn't have (or buy a second account) in order to get it. It's not just a bonus you happen to get; it is the focus in itself and the friend signing up is at best a happy side-effect or something that would have happened regardless.

I've seen similar logic used before in F2P/CS games. "Buy $100 of garbage items and get a costume/mount/whatever."
    People: $100 for a costume!?
Company: No! It's $100 for all these great items that we are going to assume you would certainly be buying even without the costume. The costume is just a bonus! We never had any intention at all that someone might pay the full price for the costume. *troll face*
