Maybe this is how it worked in 11 (never played it, so I'm not sure), but you're wrong. In most Final Fantasys, all of three or four main elemental spells can be both single target OR multitarget. I know in 10 they were single target only. I don't remember for 12, and in 13 they were as you described.
