Riot Blade chews through your TP if you can't cut it with flash/stoneskin/something else like that, but you get ever-so-slightly more DPS (pot increase per gcd from ~180 with halone to ~190 with riot blade), and you get MP to spam stoneskin when the MT's taking a ton of damage.

I think your math is off. The Rage of Halone combo gives 1220 potency over 6 GCDs, while the Riot Blade combo amounts to only 1140 potency over 6 GCDs. RoH is 203.3 potency per GCD, RB is 190.
