Loot options are fine
Need for matched class/job
Greed for matched class/job and other class/job
Pass for who don't need it
TBH, I don't buy OP's idea, and it would work as Greed2 anyway if more than one member click on "Greed if everyone passed"

Though it sucks to lose the lot to a level 50 on the boots, may I offer a possible explanation? Maybe the WHM was leveling another mage class and was using WHM to farm the boots. I've done the same thing, but I was only 34 WHM farming for my BLM. A WHM has two advantages: 1. Quick queues, and 2. BLM and SMN will have competition for that gear no matter what. While healers may or may not. Depends on the dps that is assigned to the party.@hdepaula - it's ust the nature of it I guess. I was running Brayflox normal for my Battlemage set on my BLM and had everything but the boots. After another good thirty runs they dropped and the lvl 50 WHM needed and won... Galling but I guess if they can need they will... gotta get those company seals. I got the boots in the end, it just took a while. It's difficult especially with glamor gear too. Recently I wanted the foe striker boots to complete my foestriker set, but my Bard is 50 lol so when getting the low dungeons in duty roulette I hoped they would drop but wouldn't need if there was a low level who could need on them. That's just me I guess. Again I got them eventually without depriving anyone
They should make pass just drop the item into someones inv if everyone passes. (outside of ST). Just seems a waste when everyone passes because they thought someone else would want the item.
I tend to greed everything in dungeons so this doesn't happen but 9/10 times I'm just going to convert it to company seals or gear up my retainer with it.
But what if I don't want the item? That's the whole reason people pass items, because they DON'T WANT IT. Why should my inventory be cluttered with garbage I didn't want anyway and will probably throw away to begin with? If you think items being thrown away is a waste, then greed the item yourself.

see that’s why a Loot system is needed, their system of "Need overcomes Greed but if everyone greeds luck will decide" is pathetic, but like MilesSaintboroguh said, if ppl passed it, guess what? THEY DONT WANT IT, its like you hatin broccoli and someone shoving broccoli down your throat cuz no one wants it lol it should be this, everyone greeds...ok...but member number 1 needs it the most cuz the DF scanned his profile and he needs the item, although everyone greeded, member number 1's iLv is low on that other class, he needs a new pants(just for example) and gets it, that should also be for when 2 or more ppl presses "Need" but the issue here is, he doesn’t want to take anything away from some one who needs and greeds it, that’s why a "Who needs this Item the most" system is needed.
i really want them to make this system of loot cuz i see ppl that doesnt even have Lv1 in the class take stuff from my hands when i clearly needed it (Im not being a baby or anything, i believe in Fairness)

who needs item the most?
Play a single player game if you can't accept random people looting for glamour, seals, desynth, spiritbonding, gils or whatever reasons. Everybody play the game as he/she sees fit. So the actual looting rules are the closest to fair.
That said, if developers add for preformed or full FC groups, options to set some rules that would be fine.

To keep it simple, how about if everyone passes, instead of saying "the item could not be obtained", just say "everyone passed on the item. Unclaimed items will be lost after 60 seconds". Within this 60 seconds any player could re-open the loot window and instantly claim the item to avoid it being lost completely. Claims could either be first come first serve (since everyone hit pass already), or just another roll for all who claimed after the 60 seconds is up (or everyone hit claim).

I bet you're only saying that cuz 1) you’re either super lucky and you almost constantly get what you greed. OR 2) U had never experienced the "Fair" loot system where you go to a dungeon 50+ times and when you finally find what you where looking for someone else takes it cuz they wanna look cute while your just trying to get that dam item cuz you feel weak and a Upgrade is highly needed to continue. lolmine mine mine

Why would anyone change their mind if everyone passed in the first place? This is becoming an aggressive salesman that won't leave you alone because you refused to buy what he was selling. People don't want items, that's why they hit PASS.To keep it simple, how about if everyone passes, instead of saying "the item could not be obtained", just say "everyone passed on the item. And what about instances where you can only roll for loot once a week? Am I going to be forced to take a piece of gear I don't want and get screwed over by the weekly limitation?
