They should not be able to enter the queue for Expert, HM Primals or CT until they have at least i70 in every slot.
lol I did ifrit/garuda (HM) in party where nobody wore a single piece of gear >70, most half 70 half AF/crafted accessories/AK drop (i60).
when I did titan1st I still wore some i60gear, a single i90, people had at best 2 i90 and of course it was in 2.0 = no echo buff.

Did CT(1) with my whm where i never spent a single tomestones except the relic weapon materials (AK/WP drop+CT body) never died outside of full wipe, healed main tank on Behe ....

=> you don't need to be ilvl70 for those fights.

Also someone in full i70 is inferior to someone with i100weapon/body/leg and crafted gear in every other slot so it score i70 because every piece of gear have the same weight in ilvl calculation but not the same stat weight.

You can't even tank the Expert dungeons like Hullbreaker and Stone Vigil HM unless you already have i80 gear; this gear progression makes absolutely no sense at all.
suck less or dont try to speed run?
also what doesn't make sense in dungeons released when ilvl100 gear have been buyable for over 3month needing higher ilvl gear than dungeon/raid released when max ilvl was 90?

PS: If someone's item level drops below the min. required for the encounter the game should popup and tell them they need to put their real gear back on in one minute or be instant ejected. Don't force players to police your bad game design for you. We didn't design the spirit bonding system, you did so please police it yourself using game design such as auto-kicking players out of a Duty if their items drop below a certain threshold -- and penalize them for it, too. Don't let them queue for 30 minutes as a penalty for wasting every other player's time.
agree that people shouldn't be able to cheat the system and equip a set lower than the required ilvl

The only reason I said i70 is because I don't think i60 items even drop anymore. I could be wrong on this; I've only been seeing darklight and the i70 / 80 greens dropping recently in the dungeons. And the new craftables are all i70+ and easily obtained.

In any case it's inexcusable for people to be running these dungeons in level 45 gear.

The i55 and i60 stuff still drops from the lower dungeons (WP, AK for i55, Haukke HM, CB HM, Pharos for i60). I was mostly i60 gear for my Titan HM and CT1 is easier than TItan HM by far.

Oh, and the DPS sure can't clear the heart phase either if they are in AF gear.
Well obviously full AF and low accessories isn't enough, but an average ilevel of 60ish was/is fine to do all HM primals as a DPS or Healer, providing you have HP and a decent weapon. I can't vouch for tanking gear personally, but I have managed to heal tanks with a mix of AF, 60 dungeon gear, and DL.

Not to mention you are also including Ifrit and Garuda in your rule, where at least one of them is doable in full AF.

You say can't, but my FC commonly random queues for titan hard and switch to skivies all the time.

I'm sure your tank handles Mountain Busters pretty good while naked, amirite?

Full DL is way more than enough and i93 is just absurd.

Two+ bombs should never be a problem because you have the option to stand on just one :/

You know you can save Rampart and Sentinel for Mountain Buster? You've even got HG if it hits the fan.

Good gear is one thing but bad players are another, even as a i106 Tank I don't think i'd have the audacity to purposefully let multiple bombs hit me in the face.

That would put your average ilvl below 50; you're saying that it needs to be 70. That's a really big gap you aren't accounting for. I'm pretty certain he can be tanked in full Hoplite (plus one ring).

While there is some things I disagree with (full i70 for HM Primals, for example), this is one thing I'll comment on.
I've seen tanks run through these new dungeons perfectly well in the min ilvl gear (i70). As long as they don't overestimate their skills, they can do fine.

Pulling 1, 2 or 3 mobs, just like dungeons were run pre-50.

it is possible. I don't main tank and mine is at ilvl93. The mobs in hullbreaker hit pretty damn hard because my life was almost always around 30/40%. Not sure if was the lack of healing or poorly time defensive cool downs but I can't see anyone doing mass pulls anytime soon.
