Thief's physically prowess is what lends itself to Rogue, so in a sense untrained Thief could be appropriate if you're talking solely about stealing skills. But in terms of battle power, Thief is like L1 Rogue.
He said to think of rogue like thief I don't nor will I ever even he admits they're two different classes.
