I think you are on the right track, Veng is simply your best skill and therefore should probably be managed more closely. I would practice just maximizing Veng usage and macroing everything else and popping as you see fit.
Then when that gets easy, maybe use other things situationally. I also might have made it sound more complicated, I personally don't always know when the best CD to use is.

I generally try to keep Bloodbath, featherfoot, and that 10% crit one i cant remember on CD since they are low recast, and then i use Thrill of battle, Conv, Foresight, and VEng as more of ok lots of dmg about to be incoming save for those moments. Ideally always having at least 1 or 2 of them to oh shit pop and kind of keep them on a rolling rotation.

2. Wrath

I don't claim to know the best usage of wrath, there are several schools of thought centered around IB usage. Personally you want to always be building wrath stacks (unless you are just aoe spamming some stuff) and using IB whenever you can.
Obviously if you know a huge hit is coming and its easily timed and repetitive I would save IB for those moments.
