When it comes to physical/mental impairment causing harm, yes. You could bring up the liver if you like, but if the person isn't getting blasted drunk that shouldn't be a problem.

I really care about botting that in my opinion ruin this game to all fair players...

I probably want to report botter if i can.....but not becouse they aren't my friends..but becouse i'm "sure" that they ruin my game experience.....

Discussion about real world is a sort of OT..but really i don't want that a friend start with thefting and do deeper and deeper......Probably if i call the police (after try to talk with my friend) he hate me....I KNOW...but at least i'm happy probably stop his career in criminal world before it's too late and he can commit worst thing or encounter the wrong victim...(a jeweler that shot him when he try to steal)

I'm not this cynic...to report a frind only for lol and without good intention....
