I'm on Tier 4 for determination and blew quite a lot of money because in SE land a 50% rate of success is actually 1% ><

But yes, they're split to be as even as possible between the 4 tiers. 44 cap stats are 11 of each and 31 cap stats are 7 for tier 1 and 8 for the others.

Yes, you do need to use tier 4 materia in order to max one of the stats. As you keep melding to max ONE stat, the materia tier required to meld will go up (Tier I, Tier II, Tier III, Tier IV)
