Yoshi has said many, many times that relic will be the ultimate weapon in the end. Coil will end in 2.4 (I think) or whenever, but they said it will end eventually and then its time for the expansion. I really, really do not see SE leaving allagan stuff as 'the best' for forever. The novus SMN book is better then the high allagan one atm. =P

I think no one believe that allagan-theme weapon will be best forever. Arguments here is about when dev will update next relic and whether it will surpass current HA before 2.4

However current end game apparently is gear progression. Everything is restrict by item level and every end game quests ,instances reward you with gear. There is also good correlation between difficulty and gear reward (except leviathan giving i95 and ofc current relic quest line)

The relic will continue along patch and outpace current HA, but whether it will be best weap for the patch or not depend on the quest itself , if somehow relic quest involve fighting some toughest boss then yea it might be the best.

It's not like dev never done it when in 2.0 the relic and allagan weapon are both i90 and then people don't care to play twintania anymore. Dev might have their number , so they buff allagan to i95 in next patch. Also the different in ilevel between HA and SOL gear is good evidence that dev seem to care a lot about raider.

Depends if the 31 determination, you get from novus, beats the 2 extra base damage and 2 extra crit from high allagan (assuming you go for a 31det/44crit novus).
It might actually be a close call. Numbers will need to be ran D:

Ratio vary from class but 31 det will equal only 5-6 main STAT while 2 WD will equal 14-16 main stat and you also get 2 main stat from HA. This will make every HA weap outpace Novus by 10+ main stats difference.
