If you had asked me pre dia if they would make the same mistake they did with siren, I would of said no.. But now, not so sure anymore.
Really hope fenrir doesn't become some sub boss in a new dungeon, like VAlefor got reduced to a trash mob in CT

I'd have liked them to have released another open world Primal in the style of Odin/Behemoth. I have to say I was quite surprised, and disappointed, that they have no plans to add anymore.

Alexander obviously needs to make an appearance. He'd make an excellent Primal for Ishgard; the enemy of Bahamut, Holy-elemental, and being very over-zealous are all traits he's been known to have, which match Ishgard perfectly. Alternatively (or maybe in addition), he could be an artificial Primal created by the Allag as a countermeasure to Bahamut. He might well have been named for their first king, Xande: Allag-Xande, transliterated as Alexander by Ishgard. He could show up in the main scenario or be connected to CT, or even the Coil.

As for open world Primals, there should be equivalents to Odin for Thanalan and La Noscea; I'm thinking Phoenix and Syldra, respectively. Fenrir could also show up somewhere.

Finally, considering the existing presence of Zodiark and Belias, I'm pretty sure that there's something in the works involving the Lucavi of Ivalice.

I agree with alex fitting Ishgard story, though I would imagine would require another expansion to add an elder primal, really hope alex does come into play eventually

Although I agree Ishgard is most likely, when you put it like that it makes me think Alexander could be the next big superboss once Bahamut is defeated. The new Coil, or whatever the new name will be, could be centred around him/it.
