    Actually, this is not entirely true. The Feat "Shadow Blade" from Tome of Battle allows a character to add their Dexterity Modifier instead of their Strength Modifier to the damage rolls of any weapon that has the Weapon Finesse trait so long as the character has the requisite Weapon Finesse Feat and a Dexterity Score of 17. Granted you need to be able to use Shadow Hand Maneuvers (also from Tome of Battle) to use the Shadow Blade Feat, but the Feat does exist.
