
Anyone who played through the level 30-40 Main Scenario is aware that there is an inquisitorial department in Ishgard. Ishgard and Coerthas as a whole are heavily modeled after Europe during the 1300's to 1500's Common Era, so that is hardly surprising at all.Actually I only quoted him for the inquisition part. A pop-like figure sitting at a throne at the head of a massive army seems pretty obvious that something is going to happen violently lol.
Reading back I could see how it seemed like I said "It's obvious he's like a Pope" but I meant "It's obvious they're brewing an inquisition." lol

The ruler of Ishgard is the Archbishop (I don't think we have been given a name yet) and remember Ishgard is constantly at was with the Dravanian hoard, perhaps the 2.3 storyline will move on to the Ishgard/Dravania war. Yoshi-P did say he wanted a storyline linked to the war prior to opening Ishgard to players. The soldiers we see in the trailer could be the Archbishop's guards incase of a direct Dravanian attack.
How is this not true of every other race? None of the figures the op suggests are Racial leaders, they are leaders of nations who happen to be a particular race, having a Miqote who has risen to rule something important would not be out of the question.Due to the nature of Miqo'te culture, its impossible to have a single leader as representative of the race. Miqo'te are split up into clans and those clans into smaller tribes led by a matriarch (moon) or patriarch (sun) and in the case of sunseekers the role of nunh may change constantly if there are challengers.
Only if it's a male.

I can't remember her name, but back when version 1.0 was still in development, there was a quote on the old FFXIV website in the citystate page for Limsa Lominsa, and it suggested that at least one previous Admiral of Limsa Lominsa had been in fact a female miqo'te, judging by the name (she was a Seeker of the Sun in fact). The quote has long since disappeared, but it was still shown on the FF Wiki if I remember rightly. I'll copy and paste it here.
EDIT: I was right. Her name was N'bolata Tyata and she was the 77th Admiral of Limsa Lominsa (which makes me wonder what number the line of Admirals is up to now with Merlwyb at the helm), found here:

Raubahn is leader of the Immortal Flames and assists Nanamo; he is not himself a leader of the city-state. Therefore, there are no Hyuran leaders either.
(Of course you could argue that Ul'dah isn't actually led by Nanamo either but the Syndicate.But she is still a figurehead leader.)
