Really though, we kitties are free and independent, we don't like to be bogged down with responsibilities of leadership thrust upon us. That's why we're adventurers not politicians. Leave the back-stabbing and power-grabbing for lesser races, we kitties have better things to do.

I was just going by what little we've seen so far. Ishgardians don't seem like they will be as welcoming as our current nations, so I assume the storyline leading to Ishgard will involve some kind of battle against who is in charge.
