*Still not sure if once a barding is unlocked and we reallocate our points to unlock another barding, if we can we still use the previous one?

In order to receive your first set of barding for your companion, you only need to reach rank 10. So if you have yet to receive your first set of barding, you can reallocate your points to the one you wish to obtain and then go retrieve it. However, to receive the second set of barding onward you will have to break the rank cap.

And yes, you'll be able to use all the barding you obtain.

Also, as another small tidbit, the item needed to reset your companion’s skill points can be obtained using grand company seals and through other means.
