And let's say they *did* give you your 25 New Hairstyles. Guess what? We'd get about ~20 new Threads on the Forums with people flaming Team Yoshida for that:

Kiara in normal situations you would be right, but the 2 new dungeons won't have anything new: the r25 one have the same model of those in Gridania, and in Cohertas there's a hidden dungeon that looks exactly like the r50 one (you can see it on youtube). New mobs? LOOOOL I bet there are gonna be just different colors of the ones we have right now (even if the only colors they didn't use yet are fluo >.>). No need to talk about the equips, since you can already see ingame tons of different types of armors on NPC, and there were even more shown in videos before the release, so they already have enough material to use. Also I'd like to point out that yoshida posted a long time ago (can't remember, maybe Genuary or February) two artworks of a Dark Knight and a Black Mage outfit... now as a designer myself i can tell you they have serious organization issues if they're drawing in Genuary equips suited for jobs that won't be released until September...
I'm sorry but it's July, we are waiting for a new battle system since Genuary and on the next patch (wich was scheduled for almost one month ago) they're just getting rid of the Stamina Gauge and throw in an AA and this was the aspect that they say have the top priority, I can't think about the state of all the other things they need to fix.
They have no excuses at this point.

Sure it may seem frustrating, but it absolutely is possible that every sub-team is working on Patch 1.18, 1.19 and the major overhaul happening.
You ask "where the heck is the art department?"
How about making the R30 Thousand Maws of Toto-rak Dungeon and the R50 The Dzemael Darkhold Dungeon?
How about making the Bosses and additional creatures for these 2 new Raids?
How about making the new Rewards that come from the Dungeons and the Grand Companies?
How about working on the Frontier Quest Hubs that Yoshida-san talked about in his previous Letters?
How about working on the Beastmen Strongholds he's been talking about?
How about working on the Ifrit Boss Battle / Quest?
How about the planning and starting concepts and building the Major Map Reorganizations already mentioned in the "1 to 50 Zone" Thread?

The 2 zones already existed and have since Open Beta Client.
The bosses/zones, the 4 (maybe 5?) mobs we've seen are all copy/pasted: Toad, Fat fish, Skeleton, Chigoes, and Kobolds from the very first SS.
We've not seen any rewards yet, they also could just be copy/pasta from original files/textures. We wont know until, they show us, but why havent they shown us?
The quest hubs are created from copy/pasting already ingame assets which fair enough is fine, but its still not new development work by an art team.
There are already a couple unaccessable beastmen strongholds ingame and they could be used, if not then we've had no images or any data from dev team to prove otherwise.
Ifrits already ingame, been there as im sure you know, and art team dont make quests.
All we have seen so far is copy/paste, copy/paste. That is all we've had.

Honestly, unless you actually work there, that's only speculation. The only perspective we have is from the development team and their revelations on the inner workings are...minimal.
And they can't just "throw in" auto attack. These things take careful calculation and planning.
