Entitled is just a bad and overused word for "I really like this, please stop saying mean things about it". As a company though, these are the kinds of costumers you want, people who'll just buy your products and defend them without ever questioning anything.
Let me ask you what has SE done wrong in this situation? Let's say I go to a restaurant and order a medium rare steak. I get it it's well done but I eat it anyway. Do I have the right to ask for another steak after I completely ate the first? I think not.
Why would you try and waste your one time restoration on a Phial of Fantasia?
Even if you couldn't buy them off of the mog station it seems a bit silly to use it for that.
To be fair, I have always found it silly that people have used their one time restoration on Fantasias...

As others have said, they should let people restore whatever item they so choose to.
If that same restaurant offers a one time free dish to all their customers, then yes, yes you do. If that same restaurant suddenly decides a particular dish isn't included on that one time free dish offer then yes, you also have the right to question why, especially if their official policy doesn't mention anything about that change.

I may not agree with the OP, but I'll try to give my best advice.
I would recommend to not keep putting in GM tickets about this, instead use some other form of communication to try an appeal this to them (such as a email).
If you do, I think it may improve your odds. In my experience, if a GM in *any* MMO I play says "no" once, they aren't budging, unless there is some new happening (IE explaining it again probably will get you no where, nor would threatening to leave). GMs in these games might wield powers over all manner of pixels in this game, but they are technically just the lowest rank of SE's staff. I don't mean that in a bad way, cause in my life, I am also a "grunt" at my office. What I do mean though is, if their boss tells them to handle a situation a particular way, it does no benefit for them to question the boss. Their jobs are basically scripted. They don't get much wiggle room. And believe me, your particular issue isn't a new one on them in the least. You aren't going to give the GM some revelation about how you were slighted that is new to them.
You might have luck making a new request to mogstation's support line or something (after all, that's where you can easily unsub, so perhaps they might be more interested. I don't recommend taking the "I will unsub" approach though. They hear that *alot*, it's not going to shock them.).
I don't know what your original request was like, but based on your statements here, I would drop the "severe injustice" part. Even if you believe that to be the case, I don't think you will convince someone reading that. You already know how they feel about such things based on your GM's email (their policy etc). I would play a different angle to achieve success. My recommendation would be to indicate what this means to you personally. And make your request what you want to be very clear (IE a replacement fantasia). If any type of distress is a angle you would like to play, it might be best to mention your distress to find out what their policy was and how it was surprising to you. Ask them to make a exception this once, since you now know what their policy is and will not attempt this again. That way, they know if they *do* budge, they won't be doing it like three more times (IE, it's a one and done for them).

Sure he was unhappy an item, but he doesn't fall within the terms for a restore. Also I'm not entirely sure that this was his first restore. To me the wording is a bit ambiguous that it might be, or it might not be.

I'm one of those annoying customers who type an angry letter when I think something is unfair (like not getting compensations for all the lag that made the game unplayable for me except like gathering or crafting, which also takes a long time) and I get the same answer every single time whatever I type. "Please contact the support on blahblahblah.blah.com" And when I did that once I got an answer 2 days later "Oh you're an Eu player you've sent your letter to the NA department so we can't help you, goodbuy"
That said I have never in my life seen worse support in a game ever.
