I really hope when SE creates a reset system for this part of the quest, that its not a situation where you erase the stats, and have to do the farming/buying all over again. Otherwise I see a lot of potential people in this thread being upset later on down the road.

If a scroll has been fully infused and applied to weapon, it's currently permanent but a later patch will allow a new scroll to be used to change parameters. That is, you don't have to first remove the current stats.
This is inferred from that you just need 3 inks to buy a scroll.
Even if you first have to clear the current stats, you could fully infuse the new scroll before doing that and applying new scroll.

If a scroll has not been applied yet you can remove the infusions at the NPC that sells the scrolls. It's likely about removing all infusions like how you can remove melds from equipment.

Simply respeccing after the fact is not likely to ever come, as it would then be easy to just infuse materia I and II and then respec as if you were infusing materia III and IV.

You're also not likely ever getting the materia and/or alexandrites back after a successful infusion.
