....They need to let it activate without a cooldown, then throw the 5 second delay when you turn it back off. This removes the fat finger complaint (which is completely valid) without ruining the strategic usage.

OMG, for what logic to suggest no cool down on using an ability but adding delay when turn it back off?
"turn is back off" means you are going to heal, I can't believe any healer will want to have a delay healing . ^^;
