This would be a great argument if those mobs were even a slight threat to the player but the places in which this happens is just lvl 50s being slowed down by completely irrelevant trash that wouldn't amount to being a threat even in packs.
Ah but they don't need to kill you to make you pay attention to them. If they can make you run slightly around to avoid the aggro radius to avoid the heavy which lets you get to where you are going faster, the mechanic has done it's job.
Great I notice that it's annoying? Not really a triumph for immersion. Just annoying.
Maybe if we didn't have to spam the beastmen quests mindlessly for months to reach the cap, this wouldn't be an actual problem? Heavy is tedious BS on top of already pretty tedious BS, having fun repeating the same quests for months? Here's something to make it even more annoying!
That thing about trying to make the world dangerous and make us pay attention is stupid, heavy doesn't make anything more dangerous, it just wastes time. Plain and simple. Let's not forget you can run away from mobs even with heavy, and even off your chocobo.
The thing is, as our ilvl go up, heavy is still going to have the same effect! It's.... genius.... You're going to be running through Ixali quests at i110, and you're still going to be hit with Heavy for a full 30 second duration!

I've actually died once while trying to leave Zahar'ak because I got hit with Heavy, and then other mobs just kept on constantly refreshing it and I simply could not run away fast enough.
This was after I finished doing some daily quests. I was leaving Zahar'ak. I don't want to fight five dozen fucking mobs on the way out of that stupid place, I just want to run the hell away and leave. I'm not sequence breaking anything, I'm not going anywhere I shouldn't, I just don't want to waste my fucking time killing all these assholes all over again on the way out.
In total, I think I've been hit with Heavy status while trying to exit Zahar'ak almost every single time, and only once has it killed me because I ran through two FATEs and I was the only player in the area. Otherwise, it's just pointless. It serves no purpose other than to be annoying as hell.
By being flat annoying, adding no enjoyment to the game what so ever, and incentivising a player to avoid any interaction with mobs at all?
Might as well just remove the mobs altogether and just apply heavy at random intervals for no reason and save us all the processing power.

I really think that it's not heavy itself that is annoying. It's the fact that 99.8% of the time, heavy doesn't cause anyone to die.
How about this:
1)If a single mob casts heavy, the same mob can't cast it again for 30 seconds, but also duration is now 30 seconds.
2)Heavy can stack.
3)Heavy causes you to take more damage, increasing with each application.
4)If a mob has a heavy on you, that mob that casted it has a increased run speed to 80% of your mounted run speed.
So basically what this means is, if a single mob aggros you, it's basically the same deal as now BUT, now you have to be careful, because if they start to gang up on you, pretty soon, the attacks start hurting ALOT.
