If I remember correctly when I first started playing almost a year ago someone had said that they planned on making Shiva the first added primal, so my guess is they already had promotional art with her in it, and probably just used that instead of making something new.I wonder why Ramuh and Leviathan aren't on that poster. It's not exactly a Primal poster (Behemouth is in it)
Maybe they are showing off the Roaming Primals that are supposed to be added.

Using the power of the primal will cause a lot of damage in a battle and once summoned the primal will become available again for players to obtain.

I kind of hope that the Gigas are the Allagan, it would explain their obsession with Crystal Tower. Their "society" is split into 3 classes according to the final Guildhest, with the "slave" class being trapped underground until recently (the ones we see in Copperbell), and if I remember correctly the Umbral Era that ended the Allagan was Earth related; an earthquake could have trapped them. It would also explain why everything Allagan is huge, not just Acheron but their architecture and doorways. Could be Gigas are just a devolution of the Allagan following an Umbra Era... Only real problem with that theory is that Summoner AF is meant to be a relic Allagan Summoners wore, but then again gear in Eorzea has the magical property of being able to fit the smallest of Lalafell and the largest of Roegadyn... I guess it wouldn't really stop the Ice Gigas from being Shivas tribe either, technically we'll be able to summon Primals fully soon.
No your somewhat right when it come to garuda her beastmen live in Gridania but the twin adder been fighting them off But she does pop in coerthas tho. They build a big camp over in coerthas. But at the end the one who take the responsibility for her actions would be grid. When it come to shiva it would be ishgard who have to take responsibility for her actions but with there army forces being over work taking care of the dragons threat.
They may ask us adventures to help them out which then unlock the city for us. At least this is some of what yoshi-p have said before so yes garuda fight is in coerthas but it's grid who have to take care of her when she is summon it's part of the storyline.
