I wonder why Ramuh and Leviathan aren't on that poster. And I remember somebody posting this link a while back:

If I remember correctly when I first started playing almost a year ago someone had said that they planned on making Shiva the first added primal, so my guess is they already had promotional art with her in it, and probably just used that instead of making something new.
