The reason why Garuda's placement seems a little ambiguous is because Coerthas' landscape has changed considerably since 1.0 (with the addition of snow and everything). Garuda's arena used to match Coerthas' landscape exactly -- lush green, with rocks scattered around. Garuda's arena looks nearly identical to how it did in 1.0. The entrance to her arena was also in a cave on one end of Coerthas in 1.0. You still touch her entrance gate in Coerthas in ARR, but it's all covered in snow.. very misleading for new players I suppose. Also, when you first encounter her in the 2.0 storyline, you take an airship to meet her. There is also a cutscene where you witness her attacking people in the Shroud, although I'm unsure if that's in 1.0, 2.0 or both. It's ambiguous for newer players, but rest assured -- she is in Coerthas, or at some unreachable point above it. The Ixali who worship her just happen to be stationed in both Coerthas and the Shroud.
As others have said, the Gigas are also in Coerthas, and presumably the beastmen who will summon Shiva, so it's possible we'll have two primals in one location... maybe they'll open another section of Coerthas. One can hope.As far as the art... I don't think it really tells us much besides hyping up the game. Many players have assumed correctly that Shiva will be added eventually, although Ramuh will clearly be getting the spotlight in 2.3. I'm assuming Shiva will be added in 2.4 (completely a guess based on past patterns), and this artwork is just meant to get people interested in the game. SE has announced that a special version of Leviathan will be available for play at E3, and winners will receive a special "I beat Leviathan" T-shirt. So, they're still going by 2.2 content for E3... with possibly videos/interviews revealing stuff that is 'to come'.
There are still most likely at least 3 more zones to Coerthas that we haven't seen yet like north, south, East and so on same with Mor Dhona so maybe a new beastmen race will be added in these zones.
Thats the best explanation to solve the riddle about this poster!Maybe they are showing off the Roaming Primals that are supposed to be added.

There is some new mysterious door in Mor Dhona, perhaps it will lead to a new area of Coerthas and a possible new Aetheryte. I also agree about the Gigas being the ones to call her.
if shiva really appear soon... if not 2.4 or 2.5... MAYBE...

Actually, someone may need to correct me on this. But I recall something saying, I think in game, that Behemoth being a primal. Along with Odin (who appears to also be in the poster).
Which brings up something someone said. Maybe Shiva could be another wondering primal like Behemoth and Odin. That would be an interesting fight.

Behemoth is a living creature not a Primal thus why another one of his race is locked in the Crystal Tower and we can ride around on one.
