Echo helps with DPS and healing checks, thus leaves more time for people to pay attention to mechanics and indirectly helps with mechanics that way. Having echo adjust the timing of abilities would basically mean everybody would have to relearn the fight after every wipe and it would ultimately make the fight EVEN HARDER to learn than it is currently. As an example, running into the bombs in Titan ex because you've been doing a lot of Titan hard and got used to the faster landslide→bomb timing (timing in extreme is slower for this). Variable timings would the worst thing for people just learning the fight. Any timing changes should be permanently implemented.

Echo is doing its job. It makes the basic gameplay easy so you just have to deal with the mechanics. As blunt as it may be, I'd say "learn to play", you'll need to sooner or later anyway. If it's your connection, there are VPNs and such that you can try out to improve it. If it's not working for you or you refuse to use one, then all I can say is: I'm sorry for your location.
