Eos and Selene both provide the exact same healing with Embrace so the only consideration you really have to make about Eos v. Selene is whether you need the AoE healing that Eos provides (Eos also brings the 2 CDs, but those are of marginal importance in picking your fairy). If you need AoE healing, bring Eos. If you don't, bring Selene.

There is also the silence you've failed to mention for what it's worth.

I never use Eos anymore. WHM AoE capabilities are far superior.

Fey Illumination every 2 minutes is not comparable imo to constant uptime of Fey Glow/Fey Light (since your party will always have at least 1 tank and 1 healer and 95% of the time 2 tanks and 2 healers someone will always benefit).

That's just your opinion.
Mine is that increasing the healing done by you, your fairy, and the nearby WHM (or SCH, and their Eos, who could use their fey illumination after) in full parities can take the pressure off of an intense damage period, like T1 which is still absurd levels of boss damage to a tank.
