To be fair to SE, I don't think we're supposed to have an easy or quick time going to 40. PvP is supposed to be a perpetual participation content. If we were able to make it to 40 in a patch, they'd have to up the cap again to keep players happy, which in turn just widens the gap between new players and veterans and makes it even less accessible.

It's a larger issue though because wintraders are able to grind it out anyway and have that shit within a month while those who actually play PvP as PvP suffer for it because the rewards aren't very large.
