Make Lightning hairstyle available for everyone

There's nothing to unlock since you've already unlocked both hairstyles. Once you change your character's gender, all the hairstyles would become available including Lightning's. You can check it out just creating a new female character beforehand.

You don't need to unlock aesthetician in order to select a hairstyle when creating a new character, right?
Anyways, now that I think of it, you've got a point there: IIRC Lightning/Snow hairstyles are available just for characters that completed the event quest, so new characters won't have access to that hairstyles.

Right, but:
1) The character creation hairstyles are always and only the standard ones that were there when the game was launched. Any other hairstyle, including quest-able ones and ones added with new patches, can be seen only once you unlock the aesthetician.
2) Lightning/Snow hairstyle is not account-shared. Only the character that has done the event can see the hairstyle in their aesthetician list, so even creating a new character and unlocking aesthetician will not let you pick the Lightning/Snow one, nor see it in the list.

That being said, yes, I think the Lightning/Snow hairstyle will be definitely there even if you use Fantasia to change gender, long as you have done the event on that character.

I can confirm that, went from female to male and I had the Snow hairstyle available, later I switched back to female (one time restoration for extra fantasia) and Lightning hair was still there (just a heads up since many people wonder if you'll lose the hairstyle doing this process).
